Public submissions are now open regarding a development application at 10 Astral Court, Flinders View.
The proposed development is next to the Winston Glades Shopping Centre.
Growth, Infrastructure and Waste Committee Chair Ipswich Mayor Teresa Harding said there had already been significant interest from the community about the proposed development.
“While the community has already been proactive in making its concerns known in regards to this application, ‘properly made’ submissions can only be made during the official public notification period from 21 July, 2023 to 11 August, 2023,” Mayor Harding said.
“Under State planning legislation, any submissions made outside the notification period are not afforded appeal rights, so it is important that anyone wanting to have a say does so by making or relodging their submission during this time.”
Growth, Infrastructure and Waste Committee Deputy Chairperson Councillor Paul Tully said given the high level of community interest, council expects the Independent Decision Review Panel would be called upon to review the application.
“This panel will be made up of independent experts relevant to the development proposal to be decided,” Cr Tully said.
“The panel is not called upon for all applications, but rather those which meet specific criteria, such as where council lodges an application to itself, if a development is particularly sensitive for the community or draws a high number of submissions during the public notification phase.
“This process ensures complete transparency, with an open and accountable procedure.”
The Independent Decision Review Panel started in 2019. Since then, it has been used in development applications for a new childcare centre in Karalee and a new landfill in the Willowbank area.
Division 1 Councillor Jacob Madsen said he was aware of community concerns regarding impacts on vegetation, traffic and noise.
“Together with fellow Division 1 Councillor Sheila Ireland, I have met with residents who have expressed their concerns, particularly with traffic levels on Reif Street, Ash Street, Whitehill Road and Astral Court,” Cr Madsen said.
“I encourage residents to view the application and make a properly made submission to ensure their views are not only considered but to also ensure they are able to attend an Independent Decision Review Panel and they are afforded appeal rights as part of the assessment process.”
Division 1 Councillor Sheila Ireland said it was important the application was assessed according to its merits and relevant acts and planning scheme.
“Council officers will consider all submissions and assess them and then make a recommendation on the development application,” Cr Ireland said.
“Now is the time for residents to make their views about this proposal known through the public notification period.”
The application is open for public notification until 11 August, 2023.
